BSSC GRADUATE LEVEL EXAM. JUDGMENT EVALUATION

Honorable Patna High Court had delivered the Judgement on 30 October, 2012 on first graduate level examination. Mains examination is scheduled on 27th January, 2013. According to the Judgment copy following points were raised during hearing: 
1. Cancellation of result of Graduate Level Preliminary Test Examination, 2010 
2.Handing over the investigation to C.B.I. after registering a formal F.I.R
3. Impugned result on the ground that some of the questions were wrong, some had wrong answers, some were repeat questions of UPSC PT examination.
4. Some general aptitude  questions were more mathematics based than being general
5. The qualifying marks ought to have been lowered, as some of the questions had in appropriate data to chose the correct answers.

What Commission did?
1. The Commission constituted an expert committee consisting of expert teachers of all subjects to re-evaluate the questions and Model answers of the examination. The Commission  found that Model answers chosen for the test  in respect of question nos. 1, 80, 89, 93 and 130 were not correct and as such recommended the correct answer provided in the multiple choices.
2.Question no.27 has two correct answers namely option C and D, but evaluation was done on the basis of option C.
3. The Commission on re-evaluation found that question nos. 141, 142 and 143 had in appropriate data to 
choose two correct answers.The commission gave equal marks to all these candidates for these three questions.
4. Question no.19 was deleted as it had no correct answers.
5. Commission said that the elements of Math in general aptitude test was too general and too incidental and would fall in mental ability test category and was not mathematics based.
6. question no.117 was a general reasoning question and cannot be said to be out of syllabus as petitioners have prayed.
7. CBI opposes the prayer and submits that petitioners have not brought any tangible materials on record to show the collusion of the officials either in preparing question papers or its evaluation.
8. over 15 questions asked in the P.T. examination were repeat questions of UPSC PT examinations held in 2006 and it gave advantage to those who had taken the said UPSC PT examination. The grievance of the petitioners was rejected on two grounds. Firstly; there is no bar repeating the UPSC PT questions in any other examinations including the examination conducted by Bihar Staff Selection Commission for Graduate Level, secondly; the UPSC PT examination was held in the year 2006 and the instant examination was being held in the year 2010, as such the point  agreed by the petitioners is devoid on any merit and is rejected.
