BPSC 56-57th Combined Examination



NEW POST: 30 NEW Dy.SP POSTS WILL BE CREATED IN BIHAR

BPSC 53-55 MARKING PATTERN

Bihar Public Service Commission will once again advertize vacancies for combined examination for two batches namely 56th and 57th. To fill the posts advertized under 53rd to 55th combined examination is under process and will be completed by March 2013.   Earlier vacancies for 56th to 57th were planned to advertized in the month of October 2012, but due to some technical and official processes it will take more months. 56th to 57th advertisement will include following features:
               1.Bihar Education Service has been reconstituted. A large number of teachers were recruited, and recruitment of more teachers is under process. Hence to monitor and regulate more education service officers are needed. So chances of education related posts addition are high.
          2.  Bihar Government has created a new cadre of ‘District Transport officer’ in Transport department. Posts related to this cadre will be added in 56th to 57th examination. 
         3. To fight naxalism central government is pressuring state governments to increase police forces which includes Dy. SP rank officers too. So more Dy. SP’s will be recruited through above examination.
          4.  Bihar government hasn’t sent any posts of Bihar Administrative Service for 53-55th examination. But in above examination this will not be the case. Some posts of BAS will be added.

BPSC NEWS UPDATE





 (53-55  MAINS EXAMINATION)


According to the sources, (confirm sources) examiners were asked to complete the evaluation process by 30th September, 2012.  However, before the deadline expires, examiners requested for another 15 days to evaluate rest of the papers. Barring three to four optional papers, all optional papers, General Studies and Hindi compulsory answer sheets have been evaluated. 15 more days were provided to evaluate rest of the 3-4 papers. According to that source, BPSC will take one and half months for tabulating of marks. It means tabulating process will start after October 15. Dussehra and Diwali fall in those period. That is why tabulating will take more than one month. If we calculate one and half months after October 15, December emerges as a possible month of declaration of mains result. So you can start counting days for result from first week of December 2012. Before that, chances are blink for declaration of mains result.

Assistant Provident Fund Commissioner Examination 2012 Cut-off


                   UPSC-APFC EXAMINATION 2012

Union Public Service Commission conducted Assistant Provident Fund Commissioner examination 2012 on 23 September. 253 posts of Assistant Provident Fund Commissioner in Employees Provident Fund Organization have to be filled by this advertisement. Out of total 253 posts, 37 posts are reserved for Scheduled Castes, 18 posts are reserved for Scheduled Tribes and 63 posts are reserved for Other Backward Classes candidates. Remaining 135 seats are for general category. This time a number of questions were asked from labour laws. Those students who had ever studied labour laws (social work in UP and Uttrakhand and Labour and Social Work in Bihar and Jharkhand) have some edge. However, these days labour laws are more common and frequently find places in newspapers, so such types of questions will not radically change the equation. Since examination was conducted by UPSC, it is hard to guess the cutoff. Unlike state public service commissions, UPSC doesn’t publish key answer before the result. So, this blog provides you a forum where you can guess the cut off and answer through the comments. Best of luck.

Jharkhand Staff Selection Commission will conduct first  Combined Secretariat Services Competitive Examination on September 30. Total 1332 posts were advertised, however it may increase during course of time. Some students had moved in court to increase in upper age limit, however that case was rejected. Hence those who are going to appear in this examination, keep these facts in mind:
       1. 120 questions will be asked in all the four sections namely: GS (30 questions), General Science and Math (30 questions), General Mental Ability (30 questions) and Computer Knowledge (30 questions). Total Marks: 360
        2. Negative Marking: Comparison to Bihar Staff Selection Commission graduate level examination, negative marking ratio will be higher in JSSC. In JSSC 3 marks are allotted for correct answer and reduction of 1 mark in case of incorrect answer. So keep this in mind during solving the questions. Avoid solving those questions which require extra time or in which you are skeptical. Avoid lengthy questions.
        3. Don't try to color unsolved questions in last moment, instead try to solve math and reasoning questions.

JPSC has declared the 4th Civil Services Mains result.  It is record that mains result has been declared in three months.  Total  657 students have been called for interview for 219 seats. Interview will start from 30 October. Mains examination was conducted in the between 25 May to 15 June 2012.Due to some errors preliminary result was revised three times. Ultimately JPSC emerged victorious. So congratulation to all the successful students. Those who didn’t make in the list, sorry for you guys, but try for next chance. Your luck will favour that time. But anyway we must congratulate JPSC too for conducting the mains examination in fare manner and for declaring the mains result within three months.

Jharkhand Public Service Commission will very soon (within a week) declare the result of 4th civil services mains examination. According to the sources it is almost ready. Chances are that it will be declared before 23 September. Main examination was conducted in the month of May-June 2012. However litigation is still pending in Ranchi High Court and those who had failed in prelims are demanding cancelation of preliminary examination. Total 219 posts have to filled by this examination. Interview date will be announced soon after declaration of mains result. About 550 students will be called for interview.

MAINS EXAM NOT POSSIBLE IN DECEMBER: BSSC SECRETARY HAS SAID THAT SECRETARIAT SERVICE MAINS EXAMINATION IS ONLY POSSIBLE IN NEW YEAR. IT IS NOT POSSIBLE ON 16 DECEMBER. EARLIER THE CHAIRMAN HAD ANNOUNCED THAT EXAMINATION WILL BE HELD BETWEEN 16-20 DECEMBER. BUT ACCORDING TO THE SECRETARY, ADDITIONAL PASSED STUDENTS WILL BE GIVEN TIME TO FILL UP THE MAINS FORM AS WELL AS SEAT PREFERENCES. SO MOST PROBABLY FIRST GRADUATE LEVEL MAINS EXAMINATION WILL TAKE PLACE IN JANUARY 2013.

 BSSC IS PLANNING TO DECLARE MORE RESULT THAN 1415. EARLIER IT WAS ANNOUNCED THAT ONLY 1415 STUDENTS HAVE PASSED. BUT NOW PROBLEM HAS EMERGED IN THE WAY OF SAVING THOSE 935 STUDENTS, WHO WERE FAILING IN RE-EVALUATION, BUT WERE ALLOWED TO APPEAR IN THE MAINS EXAMINATION. HOWEVER SOME STUDENTS HAVE MORE MARKS THAN THOSE 935 STUDENTS. IF THEY ARE NOT DECLARED PASS, THEN THEY CAN MOVE HIGH COURT. THAT IS WHY NEW DELIBERATION IS GOING ON IN BSSC. CHANCES ARE THAT THOSE STUDENTS WHO ARE GETTING EQUAL OR MORE MARKS IN LINE WITH 935 STUDENTS (IN ALL CATEGORIES), WILL BE DECLARED PASSED. SO NOW, PERHAPS NOT 1415, BUT MORE THAN 3000 RESULT WILL BE PUBLISHED.


COURT DECISION: HONORABLE JUSTICE SAMRENDRA PRATAP SINGH ORDERED BSSC ON 30 OCTOBER TO PUBLISH EXTRA RESULT. AFTER CORRECTING WRONG ANSWERS, 935 PASSED WERE FAILING. COURT ORDERED TO ALLOW THESE 935 TO APPEAR IN THE MAINS EXAMINATION.  1415 NEW STUDENTS CROSSED CUT-OFF AFTER RE-EVALUATION OF OMR SHEETS. IT PAVED THE WAY FOR ADDITIONAL RESULT.

OPTIONS BEFORE THE HIGH COURT AND THE BSSC

Hearing took place on 04-10-2012. According to the advocate of petitioner, hearing will once again resume on 09-10-2012, and chances are that case will be admitted on that date. Here admission means judgment. Honorable Justice Prakash Chandra Verma suggested BSSC to delete the controversial 10 questions from the booklet. One question had been deleted by BSSC before declaration of result. It means, now full marks will be 556 (139 questions) instead of 596 (149 questions).  Earlier cut-off for general category was 342, which is bound to go lower.  Now following new scenarios have emerged:
 1. Those students who were penalized due to wrong answers, will get extra one mark on each question due to negative marking deduction.
 2. Those who were awarded 4 marks (successful or unsuccessful) on each question (out of 10 deleted questions) will suffer more.
 3. In these scenarios cut-off will come down.
Now options: Going through the whole matter, it seems that there are three options left before the honorable judge on which BSSC will proceed further. Honorable Judge might order:
1.       After deletion of 10 questions, prepare fresh merit list, limiting the qualified students five times of total seats: In this scenario some passed students will be failed and some unsuccessful will be declared qualified for mains examination.
2.       Follow BPSC case (CWJC 13022/2011) and don’t disqualify those who have been declared qualified earlier, in this process if some unsuccessful candidates find place, let them allow appearing in the mains examination. In this case in each category score of last student (according to merit) will be fixed as a cut-off and some unsuccessful students, who will be scoring on par with the cut off or more will be declared qualified.
3.       Lower the cutoff by 40 marks (for 10 deleted questions) in respective categories. This option was followed in Bihar Judiciary Examination conducted by BPSC.  In this case cut-off for general category will be 302 marks. If this happens then more than 25000 students will appear in the mains examination.
Now all the options are open. It is up to the Honorable judge to order. We can only speculate on all these options. Wait for October 9.

ASSISTANT PROVIDENT FUND EXAMINATION QUESTION AND ANSWER FIRST GRADUATE LEVEL: IS THIS A 5YEAR PLAN?

If we go through the history of Bihar SSC first graduate level (Sachiwalay Sahayak) examination process, it looks like a ‘BSSC Five Year Plan’.  Posts were advertised in 2010, preliminary examination was held in 2011 (December), preliminary result was declared in 2012 (April).  Right now we are near end of 2012. It doesn’t look like that this process is going to end very soon.  Neither BSSC is proceeding further, nor is High court taking this case seriously. We shouldn’t forget that high court hasn’t stayed the process. It means that BSSC is not bound to maintain status quo. It is well known that BSSC has corrected the model answer and has prepared the revised result.  It should publish either additional result or revised result. But it seems, it is not serious to move ahead, otherwise it should have requested to honorable high court to take the matter seriously, since it is effecting the functioning of state government. So, almost three years have passed since, two more years are left in five years. Will this whole process take two more years? Nobody knows! Who cares the future of Bihar unemployed youths? Let us hope for better.

CASE UPDATE


It seems either of the two advocates (Either Petitioner's or Respondent's) is engaged in some other cases that is why he is not available for this case. On 14-09-2012 one of the advocates (most probably AAG Lalit Kishore) prayed for adjournment, and so granted. But it seems that he is still not arranging time for this case, otherwise this case might have admitted on 18-09-2012. You can check the order of CWJC 10268/2012 from this link. So wait for his availability for this case.



ON SEPTEMBER 19, 2012, ONCE AGAIN CASE NO. CWJC 10268/ 2012 WAS NOT LISTED IN CAUSE LIST. SO NO HEARING TOOK PLACE ON SEPTEMBER 19, 2012. Keep Waiting.


On September 18, 2012, case was to be listed and was to be admitted in Prakash Chandra Verma’s bench. But unfortunately it didn’t find place in final cause list. Hearing was to be resumed but this case was not listed in Cause list. You may call it clerical error or whatever else, but it is indeed pathetic and it tells the real story of our Indian Judiciary particularly Bihar Judiciary. Wait more days. One day it will find a place in cause list. So this is update for today. I will update you as soon as I find any update regarding this case. Thanks.
(Note: However it is showing in CIS Cause list, but that is not the final cause list and that is not updated. In CIS cause list it is mentioned at 305 number but that don’t tells the real story or final cause list.)

AFTER LISTENING BOTH PARTIES HONOURABLE JUSTICE PRAKASH CHANDRA VERMA ORDERED TO CONTINUE ARGUMENT ON 18-09-2012. ON 17-09-2012 HIGH COURT IS CLOSED DUE TO VISWAKARMA POOJA. SO HEARING OF BSSC FIRST GRADUATE LEVEL RESULT WILL RESUME ON 18-09-2012 (TUESDAY). KEEP YOUR FINGER CROSSED.

Bihar Staff Selection Commission will soon publish revised result. There are two options left before the BSSC. These options are:
                  1.  Revised result will be published based on corrected model answer or
                2.Additional result will be published based on corrected model answer.
It all depends on Honorable Patna High Court and its Judge Prakash Chandra Verma, where case no. CWJC 10268/2012 is pending. According to the sources Bihar Staff Selection Commission has already corrected its wrong answers and re-evaluation of answer sheets has already been done. Even result has been revised. BSSC has submitted its revised result to Patna High Court. Now honorable Judge will decide future course of actions. After then, BSSC will start its mains procedure accordingly. Since Additional Advocate General of Bihar Mr. Lalit Kishore will argue on behalf of BSSC and Bihar Government, one can speculate or expect additional result. Because in BPSC 53-55 preliminary case MR. Lalit Kishore had argued that it wouldn’t be wise to fail those who had already qualified, since it would have opened another door of litigations. Similar case is here. If revised result is published, and some passed are failed then it is certain that they will approach high court, since some questions are still debatable whose answers are ambiguous. So, one can expect additional (extra) result. However nothing can be said with surety. Judge might order to publish only revise result, but this option has less chances.  In Manoj Kumar and others vs Government of Bihar case (CWJC 13022/2011) Justice Ajay Kumar Tripathi made following comments:
It is made  clear that none of the successful candidates earlier declared  successful  on the basis of declaration of the result would be ousted from the list of such candidates who will be entitled to sit for the mains examination. If the  exercise brings in more  candidates within the zone of successful candidates by being permitted to sit for the mains examination, so be it, but the exercise shall not be done to the detriment of any of the successful  candidates whose results have already been declared earlier.”

So this case gives chances of additional result. According to sources, expert committee found five to six questions’ answers wrong in all the three sections. These were corrected on committee’s advice.
